Don't forget all the other stuff a computer can do besides gaming, but also can run emulators and play all kinds of games a console can't. And you can hook your computer up to your TV and play from the couch with surround sound, or like I do I use the Steam Link app on my TV (plus use pretty much any type of controller you can think of). Regular people also aren't concerned with refresh rate and a lot of them don't even know what it is (and if they actually have over 60Hz screen they're able to get more fps than console). 99% of the time a game will automatically set its resolution to the native monitor/TV resolution, so no problem there. They also aren't wondering about Ghz (who does?). The people that actually realize they're bottlenecking are willing to try to fix it, regular people would most likely never notice nor care.
